PCGS Questionable Color with an MS 66 grade?

I was browsing ebay and noticed this listing:

The seller writes:
"I recently purchased a group of toned coins from a gentleman and all came back as questionable color - to me they all appear as genuine, most came directly out of albums. PCGS was kind enough to send matching certs for the actual grades of each of the coins..."

Has anyone ever heard of PCGS doing this before? Is it only for big dealers or can everyone request it.

It would actually be interesting if the holder said MS 66 Details - Quest. Color
However, this being two separate labels makes it confusing and leaves the potential of someone using the straight graded label for less than ethical reasons.
